Is it possible to use the term "rally driver" to describe a Formula

No - a rally is a race with cars that look like normal cars (even if the
engines and fittings have been souped up) and it takes place away from a
racing track - on ordinary roads in Europe or effectively
"cross-country" in the rally that ends in Dhakar.
